Passport for a son of deserted women

My sister is married & deserted. The present status of her husband is not known. She has a boy child of 9 years. She wants to take her son to USA for a holiday trip. But there is problem in getting passport for him. She has a passport with the column filled as 'married' in the marital status and has flied to USA many times. My question is

1. Will a complaint with the police station be necessary to solve this out?
2. Or is there any other procedures?

Kindly help me to tackle this problem without a risk.

Better you Meet the Concerned Pass Port Officer in Person Discuss and Seek the Practical Remedy.To my Knowledge he would Insist for an Affidavit regarding the Same which should be Enough.Meet Him.

I think your's is an imaginary problem.
Is there any column in the Passport Application form which you are unable to fill, just because your sister's husband's whereabouts are not known?

As Per Indian Pass Port Rules the Consent of Both Parents is Required For Issuance Of Pass Port to Minor/Baby.The Author/Querist is absolutely Right in their Doubt.The Querist Or Author Should not be Insulted for Raising a Doubt.

This blighter does not even know that there are provisions for issuance of passport even when one of the parents does not give a consent. In this case, there are valid reasons for not getting such a consent. The electronic form very clearly guides and also indicates what sort of documents are required in support in respect of each type of case.
