Up apartment ownership act

Sir, want to know if a registered owner is automatically a member of association under UP apartment ownership act . there is a condition to pay Rs 1000 to become member under the said act.

I want to know what happens if a particular resident does not pay Rs 1000. Is not paying an offence. Can he be prosecuted.

If a particular member is not willing to be a member of the apartment, he cannot be forced to but he will stand losing the amenities and benefits.
