Builder not completing remaining work

Dear Sir - Hope to receive expert advise.I have purchased single aparment flat in 2013 & got possesion on July 2014.
Onwards then builder didn't complete the waterproffing & Lift, as he would be receving more FSI to increase one more floor, currently it is three floor apartment according to blue print. But till now no permission received & no progress in work.From the last year onwards my flat is damping as waterproffing not done. 2nd thing builder has closed the staircase above my floor made water tank above that & now if he construct flats in 4th floor there would be no option to go the terrace of 4th floor as stair case is closed.Does this is legal ? No open terrace in building.
How should we flat member act now, many verbal deadline builder has breached after making excuse that his extension permission is pending.Please advise.
