In Bombay High Court on 16 Aug 2011 the Honorable Justice B.R.Gavai had Said "The Mere Act of Offering A bribe is enough to get Charged with Abetment under the Prevention of Corruption Act".This is in the Case of a Journalist Rajkumar Marute a journalist from Solapur who was arrested for offering bribe to Vikas Ramagade Senior Police Inspector

In your Case you are Inducing another Person to pay the bribe on your behalf and if the Mission is not Completed you would file a case against him.Not only Accepting the Bribe Even Paying it will be a Crime.

Ask him in clear terms to return your money if not returning, lodge police complaint for cheating and duping.
