Consent from Pollution Board

Dear Experts,
We have a multistory building, which has been let out to different tenants.
A D.G. Set has been installed by us in the building.
Whether we have to require any consent from pollution control board under Air (Prevention & Control of polution) Act or Water (Prevention and control) of pollution Act or Environment protection Act.
Our one tenant is insisting for the consent.

If you emitting any type of air pollutants, or discharging any effluents in the drain through waste water for a multistory building without is a DG set the above criteria will decide the matter i.e. to require consent from pollution control board.

I know that these lines are word by word written on the website of Delhi Pollution Control Committe in FAQ section.

My question is if a tea staller/grossery shop is discharging waste water then it is required to be registered or not?
I required to be registered, then under which rule.
& if any shopkeeper installed a DG in his shop then it is required to be registered or not?
I required to be registered, then under which rule.
