Bayana Agreement on plain paper--valid or not??

Is Bayana agreement( Agreement to sell) executed in Delhi, on a plain paper but signed on the revenue stamp by the seller, valid in the eyes of law?

Revenue stamp is meant for the validity of any payment, not for any agreement. Bayana agreement on a plain paper, if honored by both the parties, that is well and good, but if there is any dispute, such agreement unless made on a non-judicial stamp paper with the prescribed rate of fee applicable in the concerned state cannot be treated as legally valid.
