Discretionary powers

Respected Sir,
I would like to know about the discretionary powers of Chief Justice, Supreme Court and Chief Justice, High Court.
1)Can they give order to conduct enquiry for a running lower court case?

2)A particular civil case may be highly complex, criminal and interstate. Can the above judges order an enquiry through govt. commission/ agency to investigate the case.

3)What are the different types of enquiries higher courts can order in the interst of justice?

4)Can a lower court case detail(like petition,say)be sent to the above judges?
