Filling of 5 cents ofpaddy land for house construction

sir,
I am from KERALA
I purchased a paddy land in 2004.In 2007 I submitted a plan approval application to municipality for house construction.they asked me to produce the permission order from R D O to convert the land. As the wet land and paddy land act of kerala 2008 effected by then I approached the local monitoring committee for permission.as no reply from them received in next 9 months I sent a request to R D O. The RDO along with other members of the District Level Committee members inspected and met.{with the help of RTI i obtained a copy of the minutes of the Meeting of District Level COMMITTEE, Which says " 1.the land and nearby places are left fallow for 25 years
2.near by there is a 5 meter mud road adjacent to the plot
3.the applican can obtain permission by submitting the proof that he doesnot own any other land etc
4.there are new constructions under way to the adjacent plots who filled the land .As i went through the 2008 act I have the right to get permission if,
I dont have any other property in the same District and the conversion does not hinder the cultivation / irrigation of others.
BUT TO MY SURPRISE after 6 months i received a refusal LETTER of my request from the authorities.Informally I was told that I may NEVER get permission to convert the land because it comes under "THANNER THADAM" category.

Now my file is at the table of District collector in the form of an appeal?
what shall i do?
what all documents have i to produce before him if i was summoned by him?
