If the order pertains to you, obtain it without use of RTI Act by moving a simple application as this is your right.

University may deny to supply the copy of order pertaining to some other persons on the basis of personal matter.

I seems you mean a HC court order on that X university. You can get the copy of the order from that university through RTI. Whether it is useful or not depends upon your need.
