CAN AN APPLICATION UNDER SECTION 91 BE FILED BEFORE COURT, IF ANY DOCUMENT IS REQUIRED AS PRE SUMMONING EVIDENCE ?

even a police officer can initiate process under section 91,
then, why cant court issue process under same, at any stage of proceedings ?

It is maintainable at all stages of the trial, including at the time of pre-summoning evidence.
