Letter format..

Dear Sir,
As directed, I am providing my identity, if asked will provide more if required..
After waiting too long regarding awaited result.Student put petition in high court.
HC issue an order for university regarding declaration of all result within one month if no legal impediment , accordance with law expeditiously, from the date of receive of the certified copy of this order.
No please suggest, following
1. Should student attach a cover letter with order ?
2. If Yes, then should letter have a letter no ?
3. By which authority student must send order to the university i.e. petitioner / applicant / appellant / student letter to university ?
4. Thanks / regards must be after the matter or not ?
5. I doubt, High court a most powerful after supreme court, Do a citizen like me a student have need to put a cover letter for high court ? HC is all in all.
I am attaching the format of letter I thought. Kindly suggest what correction must be in this letter..

1. Though the University knows about the order if it was contesting the case, for future course of action the petitioner- student needs to communicate the order with a simple forwarding letter stating the gist of the order with request to comply the same.
2. The letter with order needs to be sent to the authority who were made party to the Writ petition including Controller of Examinations.
Only the authorities who were shown as party to the petition are legally bound to comply the order.

since university was a party to the petition it must be aware of the order . if you have received certifed copy of order enlcose it will forwading letter mentioning that order was passed on ___date and as per said order results have to be declared within a month of receipt of order

1. Yes.
2. May be or may not be. There is no need to do so.
3. Either of the name.
4. May be and may not be as this is not necessity to do so and even there is no restriction.
5. You are sending only the certified copy and not becoming higher authority of High Court by doing so. The dignity of HC is not going to be diminished or minimized while doing so.

Please find below my answers to your questions:
1. You should send the order copy along with a covering letter.
2. No letter number is required.
3. The letter should be sent to the authority who is the party to the case OR against whom the order is passed.
4. A simple THANKS at the end of the letter is enough.
5. You are just sending the order copy under cover of a letter which states that what is attached.
Attachment:
1) Remove the letter no.
2) Body of the letter:- elaborate a little more. Mention the brief details of the order such as date, what final order is passed etc. in 1 or 2 sentences.

Your all suggestions are very good and I followed. In fact the current system is improved really. I appreciate the answer of Sh Deepak Nair and Sh. Raj Kumat Makkad. They were very useful to me, infact every answer given me an improvement, but these both answers helped me a lot.
