I doubt that anyone would guarantee minimum speed.

Normally the agents and even employees of the companies tell something different unless you get in writing or in printed pamphlets.

For example, a manager of one bank tried to lure about one schem of the bank. He told me that if I would block some part of amount in my savings bank account, I would be benefitted by higher rate of interest. When I asked for the written pamphlet to go in detail about the scheme, I was surprised to read that even after blocking some amount there was one stringent condition that the balance of unblocked part of the account should also not fall below some specific amount and would attract a penalty of some percentage, which could make me loser even in the simple interest that I would earn without blocking the amount. When I questioned the manager about that issue, he did not have any answer to justify his stand.

Mr. Shonee is right in his observation, as no service provider can guarantee the minimum speed, as they have to attract more and more customers to add to their profit within the limited range allocated officially to them.
