Worng act of adminstrative authorities

Sir/s,
in my one case emigration department, New Delhi had issued registration certificate for recruitment of overseas employment since 1990. it was renewed from time to time. on last renewal they have renewed the same till jan 2013 in 2007 and send same registration certificate and R.C. book renewed with stamp along with covering letter duly signed by the competitive authorities but R.C book although was stamped but not signed. later on after calling by my client Emi. dept informed that they had issued certificate by mistaken and my client license was terminated in 2008 due to non performance. they hav filed a FIR in july 2012 u/s 10, 24 if Emi. Act stating that my clt can't do business. now we have chalnged thesame in high court. Plse give me legal suggestions with appropriate case laws.

Without seeing the contents of FIR it is difficult to advise.
