Co-operative housing society transfer of plot & membership

A house building co-operative society is deliberately delaying transfer of membership and plot despite existence of a valid nomination favouring the petitioner. When the matter was referred to arbitration the registrar of co-op societies in his order stated that since the nomination has been admitted by the society it becomes a "contract" but no exparte decision was given despite the defendants
regularly abstaining. The arbitrator dismissed the case for default.

Kindly advice me some concrete steps to be taken so as to make the Society/registrar to act at the earliest.

File a Suit for Declaration in Co-Operative Tribunal in your State or file a Suit for Declaration in Civil Court.
