About certificates

I have took management seat in an engineering college in 2011..I have dropped out college in that year due to family emergencies..now I want my original certificates back.he is demanding remaining 3 years fee. There is no loss to colege as some management seats are left in the college...plz help what to do to get back my certificates.

They can not retain your originals. Send registered letter asking to return originals. Lodge complaint to the university.
