Organisation committed fraud in making public appointment

Sir,
I am seeking information for Public interest, so that corrupted people could be nailed as per the law of Land
Facts: Famous organization had advertised one officer grade post, and interview of the post held in 2006, Two candidates were appeared.One selected and one failed. Therafter, in 2007 another post was advertised under reserved category(OBC) and candidates were called from the open market. Subsequently, one post was created due to the termination of employee, and organization (as per fling notings) decided to advertised the post but they collectively offered that post to that candidate who failed in the previous interview
I filed the case before the CAT, but it was dismissed on grounds that CAT under rules, donot entertain PIL and same also up held by High Court
Now, my query is
Since the validity of the appointment of failed candidate has not been decided by the CAT, and it cannot be ignored that Organization employees has committed fraud, and misuse of their official position in offering post to failed candidate. In such circumstances, where the complaint should be addressed, so that guilty persons may be tried as per the provisions of the law

CAT is meant for the disputes between the central Govt employee vs Central Govt. In this case you are a third party, CAT is right in rejecting your Application.
You can go for PIL or Quo warranto.
Collect all the information through RTI and go for PIL or Quo warranto.

CAT has no jurisdiction, but you may approach the High Court or the Lok Ayukta or similar Forums.

Your plea has been rejected by CAT and High court, you may approach Supreme court if you wish.

case is not related to me any way, File Notings are gathered through RTI which smells of oblique motives and fraud.
The question arises, PIL and appeal only will quash the illegal appointment, but what about the fraud committed by the Govt officers, to whom the duties were entrusted to them?

even before H.C, the bench refused to consider my WRIT Petition as PIL.. scope of SLP will bee limited, as SCI will only see the legal infirmity in two orders?..

Make complaint with the vigilance unit of the department or the cvc.

If you have RTI information you can make a complaint to higher authorities including the controlling Ministry and CVC.
