Basing on the Xerox First File A Police Complaint of Missing and Publish it in News Paper also. Then after 30 days file this matter in the Concerned Court and Tehisldar Officials would be Called to the Court and they would Confirm it in the Court the genuineness of it. Basing on the Confirmation of Tehsildar Officials the Court would Order to Give a Fresh/Duplicate Certificate Or the Court would endorse the Copy with Court Seal which is Valid as Original.Discuss with a Local Good Senior Advocate

Apply to the record authority to obtain the copies. If they are saying that such records have been not traceable, then ask for such declaration from them in writing that they are unable to provide the certified copy and the reason behind the same.
