inter district transfer in u.p. in basic department

sir, i am a basic teacher in primary school at aligarh since jan 2006.My wife is also a basic teacher in a primary school in behraich district since 20.12.2010.u.p. gov has declared zero inter district transfer session 2009-2010,2010-2011,2011-2012.now please advice me whether my wife's transfer from district Behraich to district Aligarh is legally possible or not? because in every department husband and wife can transfer from other district to same district.

Husband and wife cases are considered for transfer at same station. But once ban on transfers is imposed transfers are not made on Government cost. However, your wife can apply by clearly mentioning that she wants transfer without TA & Transit period and at her own cost. The application may perhaps be considered sympathetically.
