The question arises, whether the land was given on lease and for what period, or on ownership basis?

Merely possession of a person on govt. land for various years does not give a legal right in his favour to retain it if any policy has been framed by State to utilize it for any public purpose.
You have even not mentioned the documents wherein the possession of A has been defined for such a long time. Oral order of the then collector permitting A to take possession of the mentioned land shall not work in favour of A.
