Purchase of resale flat

I am planning to purchase a resale flat in Pune. The owner of the flat (a young boy who was mentally retarded) has died. Parents have not been declared as the successors or the legal heirs till now. All the flat documents, property tax receipts, light bill are in the name of the owner who has died. What is the correct procedure to go ahead with the deal? Will the affidavit by tehsildar be sufficient and good enough to declare the parents as the successors or is the legal heir certificate essential to avoid any problems in future?

If the property is mutated in the name of legal heirs on the basis of a heir ship certificate from tehsildar, it can be purchased.
