Right & power of a co-landlord

Dear Expert,
Can a Co- Landlord who is not directly collecting rents from tenants ( on whose behalf,without any attorney power for the same, another Co- Landlord, his brother is collecting the rents and furnishing him quarterly statement of Rent receipts & property maintenance expenses ) in an unpartitioned & unmutated tenanted property file an eviction suit on any of the tenants for reasonable requirement. The jurisdiction is under Kolkata Municipal Corporation.

The word co-landlord itself shows that he is the co-owner ofthe property hence he has rights to issue notice to the tenant to vacate the undivided share of his property.
