Forwarding of Application for a fresh appointment/deputation

I am working in a central govt. organisation for 10 years. I would like to apply for a fresh appointment/deputation.

My application is being turned down again and again giving the reason "shortage of employess" / "public intrest".

Kindly suggest me way out.

Relieving any employee for an outside employment is always contrary to the interests of any company. This aspect is duly protected in the service conditions of any organization.
