Explaination about sec u of chapter 1 of disabilites act 1996

As per disability act 1996 chapter 1 sec (U) A person with low vision means a person with impairment off visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.
My question is to whom this section applies and what are the criteria for a person to fall under this section.

You can study reservation rules. It has a chapter on reservation for PH category and the posts have also been listed with reference to different disability in the schedule thereof.

Sir I posted this query separately so that there would be no confusion in understanding the replies and their references in respect of both queries.
I just want to understand the meaning and application of this section, it has no linkage to my query about promotion.
Although I want to understand that my vision problem lies under this or not.
