Respected Experts,
If a person reports about a crime to administration/police but neither he is an affected party nor anybody else comes up as victim to pursue the matter, in this situation can criminal proceedings sustain or it can be cancelled even if there is strong documentary proof of crime.
Your valuable advise is solicited.

Any body aware of commission of offence can lodge complaint with Police and continue with the same.

I agree with Mr. Devajyoti Barman, any one can get an FIR registered/continue, but should be aware about the facts and circumstances of commissioning of crime.
