Dear Yashpal,

First of all, I may point out that no rule as FR 21 exists.

Secondly, pay is fixed under FR 22(I)(a)(1) or FR 22(I)(a)(2) on promotion, as the case may be.

3rd, you have not mentioned what was your intention to get your pay fixed w.e.f. 1.7.2012? If you get pay on a higher stage than the pay you got while officiating, how you can expect an increment also on the same day when your pay is fixed on 1.7.2012? You can get your increment only on the anniversary of that stage of pay, i.e., on completion of one year on that stage of pay.
