Government cannot forcibly take away your property without giving you proper notification.

Yes. The government can not take possession if you are not interested. If the government wants to take the property, it will notify you and if you do not respond it may proceed with the rules in force.

Why is the government taking away your property?
Are you referring to land acquisition notification?
If so, you may file a suit for permanent injunction to restrain the government form taking over your proeprty for the reasons you rely upon.
