Dear MJ,
Colour of paper used in Courts is not the same in all High Courts and rules differs from High Court to High Court such as in Delhi, Punjab & Haryana, Himachal, Rajasthan, Uttarkhand, Allahabad/ Lucknow (UP)etc. use white coloured sheet of legal size paper.
However, Indian courts are still following British Raj High Court Rules.

I think there is no Rule that only Green Papers should be used. It is used by general tradition and also because of the reason that Green Papers are more durable than white papers.

The ledger paper originally comes in green and has a high quality believing that the matters in the court take long time before it gets over and even after that the documents have to be preserved. The green ledger paper has a long life as compared to regular white papers. So in order to keep the documents in good condition for a extended period of time a ledger quality paper is preferred.

The usage of Ledger paper in Legal forums is a practice induced and perpetuated by the lawyers. In some instances, this practice is contrary to the Rules of Practice.
For instance, the CAT Rules of Practice, the applications are required to be filed in White Paper A-4. However, it is the routine in all benches that applications are being filed in Ledger Paper of legal size. And certainly, it would be pronounced as defective by the Registry if anyone (usually, the first time party-in-person) files the application White paper A-4 size!
