Both mean the same thing. It cannot be run in a house without license and in the apartment since it is commercial purpose.

Mr Khaleel Ahemd is right. For guest house you have to take police permission , for PG society permission is ok provided other members do not object.

Thanks for the replies but they differ.
Can I keep tenants in a house/apartment/society flat as PG if I am not living/staying in the property? Imagine that its acceptable to the tenants. This is with regards to Gurgaon. Police verification of the tenants will be done.

Police verification is (always) necessary even in case of normal tenancy.
What I would like to know is if some extra formalities are needed.
