How does one get the full ownership of my flat ?

My cousin has a flat in his name and his mother's name , how do we know if they are joint tenants or co -owners , is there any difference between the two ?
On the sale deed , both of their names are mentioned as purchaser from the builder ? How should my cousin get the full ownership of the flat ? His mother is still alive with god's grace. And he wants to get this done before any untoward incidence occurs like dismissal of his mother due to old age or her medical condition. So please guide ?
