How to do valid legal letter

Sir hi,
My self Rishabh i was Draft a letter for our co op Society, so please suggest me how to do valid legal document
1) By notry ??
2) Attested by advocate ??

Because we are facing too much problem from members and it was running from last 2 years.

* and please also suggest if Society committee denying to take letter or give no reply of above letter so what we do next ??
