Though your intention is appreciated to tell you the fact the Supreme Court would dismiss your case on admission saying it would not interfere in Govt Policies and only Parliament Could decide over this is issue

yes, you can file PIL in Supreme Court online.
format of PIL is just like format of writ petition.i can not assist you here.
