Husband's equal rights in housing board allotted plot

Husband and wife are from two different states. State Housing Board allotted plot to wife. As only wife passes state domicile requirements, only wife's name is on the title deed. Both husband and wife paid equally for the plot and plan to build a house together.

Is there any legal way to ensure that husband has equal rights in the property and wife does not do any buying/selling/loan transaction of the property to anybody in the future without husband's consent?

As the property is in the name of the wife, the husband has no right to it though he is paying EMI equally with the wife.

Husband has no objection to title being in wife's name. But wants assurance that he can reside in the property after contributing half the money and not be at the will of wife.

Is there any way by creating a legal agreement that prohibits the wife to sell off the property without husband's consent?

She is absolute owner / titleholder and she can dispose of any time as she desire.
Husband has no right, interest, claim to restrain his wife is selling the flat.
