Sir, I have started a small educational counselling firm just. By which I guid students to choose right education line.Is it compulsory to do registration? If yes, then please tell me about authority.

It would depend upon the local Rules and Regulations.
In WB , such institution must need registration under Shop and Establishment Act and Trade License from the local Municipality.

There is no need to register counseling for education but it should strictly confine to counseling only and if at any stage it comes to the knowledge of the concerned officials of the State indulgent of such centre in other connected activities then the reply shall be entirely different.

With the limited information disclosed, I would opine that educational counselling activity on a small scale would not require any registration.
Since,you have used the word" Firm" in your query , I strongly believe that you are quite committed to give a final shape to your effort which at the moment is in a infant stage.
However, it is most advisable to secure an independent identity for any commercial venture of any order.
In such an event, you have to register your FIRM initially under Local acts like Shop & Establishment Act,Trade Licence-Municipal Act and Chamber of Commerce alongwith
obtaining a Permanent Account Number-IncomeTax Act and Service Tax Act under Central laws.
