Only on one condition wherein you have got cause of action to file the petition.

Your question is highly vague. Petitions of hundred types can be filed. Every petition has its own condition/factum which cannot be narrated here. It is better to confine to the matter of yours rather asking whole procedure of the courts.

Tell me what is the necessity for impleading youself in a suit. Are you a necessary party who has been omitted by the plaintiff while filing it.

If it is found that without your presence the suit cannot be disposed off, then an impleading petition can be filed.

Yes

It depends upon the right you claim and the cause of action you have. Moreover you must have a direct interest in the subject matter of the litigation.
Govardhanan (Expert) 04 November 2010
you must be a necessary party to the litigation. In your absence suit cannot be adjudicated completely.for instance, a coparcener in a partition suit is necessary party without whom complete adjudication is impossible.
