My friend has completed M.A. from one of the department of university of mumbai, and also PHD entrance test, due to personal grudge department is not giving him admission to PH.D.
He is an in-house student and he is the single In-House student for last 5 PH.D interview.
1st time he was rejected by saying he is not eligible. but when he showed all the proof that he is eligible. the department told him, that, he is from open category and so admission cannot be given and how dared he used RTI for knowing the reason of his rejection, moreover how dare he went against the decision of the department.
What can be done.

Have you tried with other universities?
Whether any preference can be given to in-house students in PhD admission as per rule?
Whether there are rules that admission can not be given candidates who qualified MA through open school?
You can try through IGNOU which has started PhD in open facility.

In PHD rules and regulation it is written, in-house be given admissions on priority.
It is not open university, it is department of History of a reputed regular university, so no. Question to check rules of open university. Open is the caste of my friend.
He has tried in 2 more university, but they rejected due to influence of department of history, from where he completed his M.A.

Why your friend did/can not approach a local lawyer if s/he is aggrieved by discriminatory approach of university, if the query is true?
Prima facie it is a hypothetical query without any substance of truth.
