What can be done to correct the floor number in the previous owner registry documents?

For now your registered sale deed may appear to be legally proper, the problem here is the parent document to your sale deed is having a different detail about the property, hence it is advisable that you get it rectified by getting a registered rectification deed executed by your vendor from the builder and handover the rectification deed to you, which will be sufficient to solve the future problems in this regard.

What is the recommended way to reach out to the builder assuming it might be very difficult to get the same from builder in the current state as I do not have any contact number to reach out to builder. Also, do I need to re-pay the whole registry amount as per current rate or can it be done in some nominal amount?

You should first understand the fact that it was not the builder who sold you the property.
You have bought the flat from the person who already purchased it by a registered sale deed.
The registered sale deed on the name of your vendor is found to be erroneous as found by you now.
You did not bother to clarify this error at the time of buying the flat but you were in a hurry to not to let out a good property out of your hand hence you rushed to buy this property without even obtaining a proper legal opinion before buying the flat.
Even now you are not understanding the underlying problem.
The rectification deed should be executed by the builder in favor of your vendor, for this your vendor only has to approach the builder and not you because you have no relationship with the builder, at least on this aspect.
Let your vendor locate the builder and get the rectification deed executed.
You have to only receive the rectification deed and keep it along with the property related documents as an additional document.
If your vendor is reluctant or refusing to cooperate then you can take legal action against him through court of law as per procedures of law.
