Indian Railway doesn't allow anybody to book for other in the intention of making money.
So, Can some appoint me as his power of attorney agent to book the train ticket on their behalf either online or offline for which they'd pay me some commission ?
Will this be now legal?

Query not clear. There is impediment to buy ticket for your friends or family members.
However to do business you need license from Railway on this aspect.

You can not earn commission in buying travelling tickets for others with out proper license / authority from Railways.
