Can the father or mother of a boy /man or a girl /woman bar him /her from inheriting his /her property /estate? If yes, then let me know the procedure.

No law or agreement bars a person to inherit unless the legal heir is convicted in murdering his predecessor in interest.

Yes any father or mother can bar any or all of his children from inheriting his/her property by laying down a testamentary succession called WILL.
