Interference by illegal occupant in wakf properities

There is mosque which is occupied by illegally occupant.Both the cases decreed in theirt in its favour in the year 1968 in civil court and in the year 1969 District Court.But application for execution of decree not filed by Punjab Wakf Board.Masjid was demolished in the year 2004. Now punjab wakf board issued No objection certificate to local muslim to re-construct the mosque. Now the illegal occupant is intefering in the re-construction work& construction work is stopped. Will you pls guide me what we shall do now

Obtain stay order from special court as if possession had been taken soon after passing of decree passed in the year 1968 itself.
