Is graduation is mandatory for any job in indian contitution, in other word if any one asks
for graduation for any job is it uncontitutional ??

A vague academic query!

Anyway, do you mean an employer should offer job to some illiterate or semi-literate person, if a job under him requires adequate knowledge and talent of a person with some targeted level of academic qualification to do that job?

Graduation is not mandatory. If any organization insist for graduation u have to fulfill their requirements to qualify for the job.
