It is a a pure civil dispute.
Tehsildar has no power to hod any person in adverse possession except to make a report.

It is not understood, how you are concerned with the issue of powers of Addl. Tehildar, as neither you seem to be an Addl. Tehsildar, nor a lawyer, as per your profile.

It depends on the land laws of your state.And type of land agricultural or non agricultural?
If you belong to U.P or Uttarakhand and it is agricultural land only assistant collector has right to decide title on the basis of adverse possession, if it is non agricultural land only civil court has such right.
Better to contact local lawyer.

The Tahsildar's authority in this respect is not final, to be challenged in a civil court, for proper adjudication.
