Is this school principal partial towards its employees

i came to know from a friend who works in a govt. girls sen. secondary school (delhi) that in her school a few teachers SOMETIMES bring their 1-2 years old kids to school regularly.then they hand them over to their teenaged female students to look after them,while they go about their routine teacher work.
this seems normal but it is not.the students bunk classes to play with them.a few students of other classes(NOT ALL) also get attracted to these little kids and come out of their classes to play.they dont concentrate on any other work except playing with them.
the vice principal,is very particular about students not skipping their classes.but during these days when these little kids are there, she does not ask these teachers to stop bringing their kids,as she has very gud relations with them.
as a result there is indicipline.
this is happening so frequently that the school sometimes looks like a day care centre for teachers' children,and the students are the unpaid staff of this day care centre.
the principal has a habit of finding faults and screaming publically at my friend who may do minor human errors at times.but she does not say a word to those teachers who regularly bringing their kids & making their students look after them,and spoil their classes.she seems quite partial.
is this behavior just?
wot shud be done?
please suggest a NON-LEGAL diplomatic remedy for my friend so that she never faces partiality again.

A complaint to higher authorities from some social worker or any of the parents of the children who bunk the class to care the kids of other teachers is one way.
However, this may bring a bad name to school reputation, and so many other unofficial facility enjoyed by all other teachers may also stop.

sirs,
thank you for the replies.
however no one can know in advance when these teachers will bring their kids.
suppose an inspection team comes on a particular day,but on that day,by chance no teacher has brought her kid,so the team will never get the proof.they will think complaint was a fake one.
also the students themselves do not take interest in studies.so they enjoy playing with teachers' kids.
so why will they/their parents complain against their teachers?also these students either like these teachers too much,or fear them also.so they wont complain againt them.
still my freind finds this unethical,because even when students are disinterested in studies,teacher's duty is to create interest in them,instead of exploiting their disinterest to their advantage.
so what can be done?

Students , parents, Principal etc. have no problem, all others think it unethical, no other want to come forward, why you should worry in absence of enough courage.
However, media can be tried.

yes you are right that no one has a problem with this ,because these teachers are very much liked by principal and colleagues.so they have the liberty to do what they like.now read the consequences of this favouritism:
1. children dont study.teachers are bothered about bad results.so during exams,they go to examination rooms to make students cheat.
2. even after getting answwers,their level is so bad,that they still dont write in papers properly and fail.so these teachers manipulate their answer sheets to make them pass and give good results.
as a result they show 80-100% pass results.
3. these students manage to reach class tenth.but most cannot even write their name3s properly,as is usually complained by these teachers.
for example-they cannot read a hindi sentence,leave alone english,but theyr re surprisingly scoring 55-60% marks!
a student once complained to class teacher that their SST teacher has not come even once to their class since april 2013.she wont complain to principal for the fear of being thrashed by SST teacher.
and the class teacher(my friend) does not complain because she will be bullied by SST teacher and principal,as the principal is already v.critical of her.
4. many teachers who are doing administrative work take the help of students for menial tasks,say,getting signatures of all teachers in a register.these students will be given this work during classes.of course these disinterested students enjoy this work,as they get the freedom to leave their studies.
and then these students expect(rather force) the teachers to help them in exams!
5. few teachers also do private businesses like selling imported cosmetics,designer mangalsutras,lipsticks etc in staffroom.naturally teachers spend a huge time seeing them,and ignore their classes.
and of course students are also happy that no one is coming to class.so they too have a great time.
there are many more instances also in whcih everyone is happy.
so what for the govt gives them salaries?
and why is the principal so fussy about my freind's minor mistakes,when she cannot discipline these teachers?

actually it is your query not your friend's.
you should either keep shut or should come dynamically.
you should photograph the events.
CVC allows privilege to Govt servant to directly complain to them and request for protection of identity. But for making such complaint you should be able to highlight financial irregularities and misuse of power. (given the financial powers held by Principal and given the zero training in financial rules such lapses are bound to be there)
Let the material be sufficient for transfer of the Principal.

Further when it is Govt policy to promote children without learning, so being Govt servant you cannot criticize the policy. You can be chargsheeted for this.
You are free to criticise or complaint against the Principal who is acting beyond Govt policy and rules.

can you tell me full form of CVC?
Further,i have no where criticized the govt policy.i am only criticizing teachers' attitude and that of the partial principal.
if u feel i criticized govt,please point out those exact lines where i even took the govt.'s name.
i said children dont study,which is quite common in govt schools.still teachers shud not take advantage of this fact and do all sorts of things in school.this is what i want to say.and principal shud not criticise one -2 teachers for minor errors while she lets others do what they please.
this is the entire crux of the matter.

Please see what is the no-detention policy of the Govt.
Anyway your query is basically against malpractice of using school as creche.
