Lodging a complaint against liquidator of bank

My client is having unpaid deposit account in Maratha Bank. Now the said bank is dissolved and liquidator has been appointed. my client is having more than Rs,70.000/- in the said account. But the liquidator, instead of releasing the amount told to my client that, get an order from consumer forum then i will release the amount, Now my question is, may i lodge complaint in District Consumer Forum against the liquidator of the bank without giving a legal notice? date for claim against the liquidator will expired at the end of this month

The first thing you do is, send your claim through notorised affidavit by Registered post/ Speed Post, acknowledgment due, duly supported with copies of adequate proof of your claim, if his office is not accepting your application on personal appearance.

A consumer forum has no power to appoint the liquidator so the question raised by Devlla has no relevance.
Do as advised by Dhingra ji. Put your claim before the expiry of this month and meanwhile file a complaint before consumer foum and there is no need to serve a legal notice under section 80 of CPC for moving in consumer fora.
