Minimum wage for mines staff

We are managing the salary package in TCTC pattern, but still we are receiving few grievances regarding the Minimum wage. If the Total ctc is more then the minimum wage then shall we need to maintain the Basic as per the minimum wage.

What is TCTC pattern?
Can you provide us with anything that lay down CTC as legally recognized?
Your establishment has to implement the periodic notifications on minimum wages released thru the o/o Labor Commissioner, in letter and spirit.
Since the establishments/employers keep personnel in HR/Admin/Accounts/Legal cells as designated officials therefore it shall be more appropriate to say.................You (if you are a designated official) have to implement the periodic notifications on minimum wages released thru the o/o Labor Commissioner, in letter and spirit.

what is meant by TCTC pattern?
Minimum wages payment is legal requirement and your concern has to maintain it.

My Question an employer, who is not paying basic wages and cost of living allowance separately as fixed under the Act but who is paying wages more than prescribed minimum rates under the Act, committing any illegality?:My Ans is, The minimum rate of wages fixed under the Act is remuneration payable to the worker as one package of fixed amount, Neither the scheme of the Act nor any provision of the Act provides that the rate of minimum wages is to be split into basic wages and cost of living allowance and therefore where an employer is paying total sum which is higher than the minimum rate of wages fixed under the Act including cost of living allowance, the employer is not committing any illegality.Is am correct
