Hello sir i belongs to BC-E community from Andhra pradesh,i need to apply for the central govt posts so i need an obc certificate,i asked the nearest MRO office in my town the officer said they dont have any orders also they are demanding the categories under minority such as shaik,syed,pathan etc.
with reference to order No. 41018/2/2011-Estt. (Res.) dated 22.12.2011 has been issued by the DOPT.

can i demand an explanation from them

No purpose will be served by demanding explanation.In fact this is a new provision and everybody may not be aware of it.You can bring this to the notice of the authorities and seek certificate.Thanks for sharing this.

You don't have any right to demand explanation of any Government official, except to make an appeal or lodge a complaint against the official.

You can also approach Minorities Commission to lodge a complaint for ressing your grievance. Let the commission take necessary action gainst the official concerned.
