My Question is if the Property is Located in U.P.
Can a Mortgage Deed be recorded in Delhi or it has to be recorded in the city where property is Located?

Also if a GPA can be used to record the Mortgage Deed?

GPA is General Power of Attorney which Empowers them .

The Registrar of Delhi may receive and register any document referred to in Sec 28 with out regard to the Situation in any part of the property to which the document relates.

Mortgage deed need to be registered with the Registrar under jurisdiction of which the Property is situated.

GPA holder can execute Mortgage Deed.
