Mutation and freehold procedure of dda flat

Dear Expert,
I have a leasehold dda janta flat poprerty in the name of my father. He died last year. Myself and my sister are the only legal heir of the house property. She is ready to relinquish house in my name. Can you tell me the mutation procedure and to convert the leasehold house into Freehold house.
