Noc from a psu for employment in other psu

Sir,

I am working in a PSU under the Railway Ministry for more than 3 years. Suddenly my PSU stopped providing lease accommodation facility to new recruits (I am one of them) at the time of ongoing probation period (without any prior notice before the recruitment process). Old employees in the same post are getting the benefit. My service bond/agreement (3yrs) with the PSU is now over. Now i want to seek employment in another PSU under the same ministry which requires experience 3 yrs and offering higher pay scale and lease accommodation benefit. And for that I need NOC/approval from my existing PSU. But my PSU is not giving it stating (said to me verbally) that they have fewer employees and I am their valuable employee.
I am very serious about my career and I find that non provision of NOC is wrong. What should I do now. Last date of application in new PSU is also nearing. Please help.

Wrong in what sense or under what rule, if noc is not given by the psu?

Request the employer in writing and if denied move to higher authorities.

My PSU is not giving me certain benefits and at the same time they consider me valuable but old employees are getting it who are in the same grade/post as me. If I am not happy why cant i move to another psu as i have cleared the service agreement. Hench i think it is wrong. As pr the HR manual it is said that they I have to seek permission before applying for jobs in other govt organization. They should not hold me back from getting better opportunity in other psu just because i am better than many others and they can’t provide me enough benefits but still I have to work for them.

Permission is purely a discretionary matter of the employer. There is no relevance of your individual thinking against the set procedure of the department.

If not satisfied with the present job, you may better resign and apply for another job.

if you are not satisfied with your employer, resign in accordance with the terms and conditions of your appointment letter. there must be request in black and white

I am afraid, the queriest is placing too much reliance on personal discussion. And invariably, such discussions would be dealing/office assistants. It is not always the case that the response would be the same once a request is made in writing.
