NOC on Permanent Absorption

I am serving as LDC in GREF (BRO), MoSRTH, GoI, an Integral Part of Armed Forces wef 10 Aug 2002. A ban has been imposed on Outside employment/interdepartmental transfer/permanent absorption by Director General Border Roads (HQ DGBR), Head of Dept due to which I am not able to apply for any higher post. However I applied through proper channel with advance copy to Dept of Telecommunication, GoI for post of Junior Accountant with higher grade pay. On basis of advance copy selection being done by DoT and asking now for xerox copy of ACR & Vigilance Certificate for final selection. However during early apply, NOC not provided being ban imposed. This ban has made a hindrance in my career prospect is making both financial hardship and mental frustration and is against the constitutional right for employment, justice, equality, opportunity for employment, etc. Meanwhile for 06 months, ban was lifted with condition that only pers having more than 07 years service would be relieved. However, I was not permitted to relieved although junior than me not having 07 years service were relieved. This is a great discrimination done to me. Moreover, recently a letter being issued by HQ DGBR (HoD) that those who are not volunteering to stay at this dept will be adjusted to other central govt dept/PSU/deputation. Please advice me how can I go out of this dept on permanent absorption as this a golden opportunity I have got which I don't want to miss. Please advice both legally and on govt policies how can I represent and can proceed on permanent absorption to DoT, Govt of India on higher pay post.
