Not providing fir copy and no action

Hi,
This case belongs to the UP state,siddharth nagar, where i have filled my complaint to the Sr. Officer
(Supritendent of Police), DGP of Lucknow and DIG and Human Rights.
I have filled my complaint against a Police Officer ( Desgi.- PSI) for abusing and beating to the my brother by leather belt during on duty. This matter is also published in the dainik Jagran Newspaper and some news channel also. At the time of incident police officers are not ready to take my brother's complaint against there sr. officer. So i have sent my complaint to the DGP, DIG and Human Rights Commission for Action.
Now since 2 Years DGP, and DIG and SP are not providing me any FIR Copy,even they have not taken any action against that officer. Recently i sent a RTI Enqiry to DIG and they are replying that they have not registered any case by from me and my brother. Even they have not recieved any reply from Human Right Comms. Delhi. While human rights commision is saying that they have send a copy for investigation to HQ.
Even they are saying that the matter published in the Newspaper is wrong and they are misguiding me. But i have E-mail copy of each and every officers reply.
Now i am in mumbai and i am permanently living in mumbai. I want to take action against that officer also against DGP,DIG and SP of Police for not providing any help in the matter and misguiding to us.
So now i want to know that can i file my case against them in the court from mumbai?
I have all the copy of E-mail and reply from UP Police.
I need guide in this matter pls. guide me what can i do now and what i do now.

You can not file any complaint before the court in mumbai, you can file a criminal complaint under section 156 (3) Cr.PC against all the officers.

If the incident is over two years old, you have lost the right to move court for 323 and 506 case.

consider filing a writ petition against the Police officers to compel them to investigate the complaint and take necessary action against the guilty PSI.
